American Women Win Gold, Silver At World Muzzle-Loading Championships
American women led the United States International Muzzle-Loading Team to victory at the twenty-fourth World Muzzle-Loading Championships.
Top honors went to Betty Peloquin, of Inverness, Florida, who swept to victory in the original division of the "Walkyrie" ladies' 100-meter prone rifle match. Shooting a percussion target rifle made over 150 years ago, her score of 95 gave Peloquin a 3-point lead over the silver medalist, a decisive win in by World Championship standards.
A silver medal was won by Shannon Boyce, of Norfolk, New York, in the replica division of the "Whitworth" prone percussion rifle event. Boyce's score of 99 was a scant point short of the world record, but she came 4.5mm short of gold in a tie-breaking measurement of the shot farthest from the center.
Nor were the American men unrepresented on the medal podium. Tim Thorne, of Bealsville, Maryland, conned his nearly 200-year-old flintlock rifle to a Bronze medal in the original division of the "Pennsylvania" 50 meter offhand flintlock rifle match. And a team of Thorne, Allen Godshalk, Frank Meyer, Larry Brockmiller, and Tom Warabak took 3rd in the "Grand Prix de Versailles" combined smoothbore and rifled musket aggregate.
The Championships, held 15-22 August in Fervenca, Portugal, represented the pinnacle of competition with muzzle-loading arms. 383 competitors, representing 24 countries, vied for top honors with original and replica black powder firearms. Over 30 events for rifles, pistols, and shotguns feature in the World Championships, with arms ranging from the matchlocks of the 16th century to the percussion target arms of the 19th century. Original and replica arms compete in separate categories.
The next World Muzzle-Loading Championships will be held in August 2012 in Pforzheim, Germany.
Other noteworthy American performances included:
Larry Brockmiller - 4th place in the original division of the "Minie" 100m prone rifle match.
Don Dixon - 6th place in the original division of the "Remington" revolver aggregate.
Michael McDaniel - 7th place in the "Mariette" replica 25m revolver match.
Frank Meyer - 7th place in the original division of the "Tanzutsu" matchlock pistol match.
Bob Peloquin - 8th place in the original division of the "Cominazzo" 25m flintlock pistol match.
Bob Pence - 5th place in the replica division of the "Manton" flintlock shotgun event.
Harry Sparks - 4th place in the original division of the "Manton" flintlock shotgun event.
Tom Warabak - 9th place in the original division of the "Minie" 100m prone rifle match.
Pam Wilcox - 6th place in the replica division of the "Manton" flintlock shotgun event.

Re: EPA-HQ-OPPT-2010-0681 Lead ban for sporting use.
Ms. Jackson,
Any ban on “lead” ammunition will totally devastate the antique as well as the entire shooting community. Traditional firearms such as muzzle loaders, Civil War, antique cartridge relic’s & reproductions are designed to shoot lead bullets only, with no alloy jacket. A muzzleloader bullet or Roundball is designed to have a cloth patch wrapped around it which enables the bullet to engage the rifling in the bore to create spin.
The smoothbore musket has no rifling and a patch and sometimes a wad are used in combination.
A rifled Civil War era firearm shoots a plain conical bullet with a grease lubricant. The lubricant like the patch keeps the lead from stripping off into the rifling. I.E. like oil in your vehicle lubricates a bearing by creating a barrier between the two surfaces.
Some later variations of cartridge rifles use a paper patch as the barrier between the bullet and the bore. The purpose of soft lead and patching are designed to seal the burning gun powder gasses behind the projectile.
The soft lead, (as close to pure as we can get); help make this all possible.
While modern cartridge firearms may be able to shoot an alloy style bullet if available & practical, the original and reproduction muskets & rifles can not.
There is “not” a replacement metal for this portion of the shooting community as the petitioner’s state.
The shooting community by large has engaged the EPA’s “best management range practices” when and where ever possible by recycling spend lead and brass, cleaning up ranges and testing & treating soils.
The shooting community according to industry uses only a mere fraction of the lead produced.
In fact industry figures show that the sources and uses of lead in the United States to be 3.5 billion pounds smelted annually. Of that approximately 85 million pounds is used in bullet manufacturing which is 2.5 to 3% of the total lead produced. I’d like to remind the EPA that much of this ammunition is to support our military and is being expended in other countries as I write this letter.
Also a majority of states have already adopted lead fishing sinker limitations.
Lead acid batteries are the largest product of lead use.
I am 54 years old and have been shooting since the age of 5. I have reloaded, cast and fired ammunition on a weekly basis for most of those years. I am also a HVAC technician and a licenser power plant operator. I can say with utmost confidence that I’ve been exposed to more than my share of lead particles. In 2000 I had my blood checked and all toxic blood levels were well below the EPA & CDC standards. My physical this year also verified my blood levels were again below published thresholds.
My 3 adult children have not had any positive lead indications either. Many of my friends, some 30 years my senior have had no ill effects based on lead used.
• A 2008 study by the U.S. Centers for Disease Control and Prevention on blood lead levels of North Dakota hunters confirmed that consuming game harvested with traditional ammunition does not pose a human health risk.
With all I mentioned above our conclusion is to ask the EPA to throw out the proposed ban on all lead ammunitions and fishing lead products.
From my past experiences with the Center for Biological Diversity they are underhanded and self serving. There proposal is designed to out law lead & ammunition in an effort to ban shooting, hunting & fishing.
The religious philosophies of those who have signed on to the lead ban petition are animal right zealots who will stop at nothing to ban all the above mentioned legal activities. The agenda of the CBD will devastate the shooting community by shutting many, if not all of us down.
Financially the taxes derived from the shooting activities above will also impact the Federal and State wildlife programs. The state and Federal wildlife programs directly benefit from taxes collected on sporting ammunition & products. To the best of my knowledge the Center for Biological Diversity & there co-sponsors never donated a dime to actually help wildlife. Instead they run around the country suing the government in an effort to ban hunting, fishing, shooting & trapping.
My fellow members & I take it very personal when someone is out to end our lifestyle. We don’t collect a paycheck like the opposition does.
Again, we ask the EPA to throw out the proposed ban on all lead ammunitions and fishing lead products. There is “not” a replacement metal for this portion of the shooting community as the petitioner’s state.
We oppose the proposal to ban all lead in ammunition and fishing tackle as alternatives are not yet available to all shooting & fishing sports.

Kenyon's Camelot
Oh yea and the family of Kenyon's Camelot is enjoying their 6th vacation of the year. That's ah~ one vacation for every 1.4 months of community service in 2010.
What a difference a decade makes at the State Fair. New rides, new games and new exhibits. And as our Bill Carey reports, for Gubernatorial candidate Rick Lazio, a new-found love for the sausage sandwich. Rick could have went to the Yates SCOPE pig roast. Oh crap how silly of me~ then he would have had to have seen Palidino face to face.
Humm no mention of the embezzled money. So I will.
A former director of the New York State Fair used state resources to help put on weddings for his two daughters, and also gave away more than $700,000 worth of free fair and concert tickets to politicians, employees and other officials, an investigation by the New York State inspector general found. The report also said that the former director, Peter Cappuccilli Jr., paid more than $800,000 in salary to families and friends of employees.

SCOPE Wayne County Fall meeting dates
Our fall meetings start in a couple of weeks at American Legion Post in Marion. Every meeting is at 7PM. Always on the second Wednesday of the month:
September 8
October 13
November 10
Free food, 50/50 raffle at every meeting.
We will be voting on a few causes at the September meeting.
I'd like to "bring to the floor" that Wayne County Chapter sponsor the Second Amendment Radio show. Those guys are great promoters of the 2nd Amendment, and they have advertised our Chapter business at no charge.
I'd like to also propose that we buy an engraved plaque and present it as an award to Senator Mike Nozzolio as a token of appreciation for his work for our 2A rights. I spoke with the Senator for about 30 minutes at the Fair, he needs our support to take back control of the NY Senate from the Democrats. We were 2 votes away from the Microstamping bill in 2010. The bill WILL be back in 2011. Another important issue is redistricting of voting districts. Whichever party is in charge after the 2010 elections, will be in charge of voter district allocations. If the Democrats are still in control of senate, they will redistrict so that it will be next to impossible for any Republican to win an election in upstate NY. We need to support Senator Nozzolio, who is one of the senior members in the Senate and DEFINITELY is watching our back.
Thoughts? Comments? Suggestions?
Also, please remember and spread the word that the Youth Shoot/Range Day in Sodus is September 19th from 1 to 4PM.
I have posters up in 4 locations, if you want to help put posters up in "friendly" high traffic areas, let me know. I can email you a word document and you can print them out.
We need to sell more gun raffle tickets for the Remington R-15. I will be looking for volunteers to sell these, and I am sure anyone who hasn't bought tickets yet could use this beautiful rifle if they were lucky enough to win it.

NYSMLA.ORG's letter to APA & DEC Moose River Plains area
Dear APA;
As a New York State taxpayer, sportsman and user of the Moose River area I make the following comments on the Moose River Plains Unit Management Plan. As an organization the New York State Muzzleloaders take this issue to heart as they have been a special use group of this area for many years holding their “Primitive Rendezvous” annual in the meadow. If this UMP is not carefully crafted it will become an area which excludes many sportsman and women and while the “Wilderness” moniker is idealistic, it is not practical for the users of these resources. The following comments summarize the changes we support in moving the UMP to approval;
Support the intensive use corridor and roadside camping.
Extend the intensive use area from the Red River to the Limekiln Gate, allowing the placement of three to four more Camp sites and securing the entrance to the area.
Vehemently oppose reclassification of 15, 000 +- acres of wild forest as wilderness. Such action will restrict access for the handicapped and the majority of the public. Leave the area as wild forest and construct recreation corridors allowing access into this area.
Vehemently oppose the closing and subsequent removal of the Little Indian and Otter Brook Roads that lead Squaw Lake, Muskrat Lake and the Little River. These bodies of water provide some of the best trout fishing opportunities in New York State and have been accessed by the sporting community via motor vehicle for many, many years with no discernable negative environmental impact. The roads are maintainable and provide access for all individuals, including individuals with disabilities and “individuals in the middle” who are not fit enough to hike to these prime fishing locations. It is difficult to understand the thinking behind this recommendation.
It just plain doesn’t make any sense!
Oppose any actions that create “wilderness buffer zones”, which essentially restrict access on wild forest lands.
Oppose the designation of any management areas that restrict access by the public especially those who are physically limited or have special needs..
Support the float plane access, as outlined in the plan, leading to Beaver Lake, Little Moose Lake, Squaw Lake, and Little Indian Lake. Recommend designation as a special management area that will allow float plane use to be maintained in perpetuity.
Support ATV access during participation in Department of Environmental Conservation licensed activities such as hunting, fishing and trapping.
Please take action to modify the plan accordingly.
Thank you for your time and consideration

Moose River Plains UMP
Subject: Fw: Moose River Plains UMP sent by Bill Lloyd 1st NYSMLA President
FYI, forwarded from Dave Corr :
As you know I attended the UMP Hearing in Inlet on 8/16/10. I addressed them and had a great deal of support. All 27 of those that spoke were of the same ilk. I got to start off behind the town of Inlet Spr.
There were a few good things in that they want to add a snowmobile connector to Raquette lake. And they want to add a new intensive use area but just along part of the road.
The bad parts are that they will continue to not be able to monitor the invasive, heritage strains, acid rain etc in the wilderness areas. They want to close another 4 miles of raods from the Otter Brook Trail to Squaw.. They want to reduce the number of camping sites from 174 to 83 which will be better "suited for the wilderness experience". In the future though, there "may be the capacity for up to 150 sites". In addition they will take nearly 15,000 acres into wilderness which would represent 25% of the MRP. I have attached a copy of the comments that I made.
I urge everyone that you know or might be interested at all to write to Keith Rivers, NYSDEC Region 6, 7327 Rt 812, Lowville, NY 12885 (ph 315 376-3521)
IF YOU CARE AT ALL ABOUT THE FUTURE OF THE MOOSE RIVER PLAINS THEN WRITE TODAY!!!!! THE DEADLINE IS 8/30/10

Moose River Plains UMP 8/16/10
I am here this evening to address the proposed changes to the Moose River Plains Recreational Area. A name that was designated in 1963, when the land was first acquired. At the time the DEC Commissioner Wilm announced the acquisition was in response to the “heavy demand for water oriented recreational areas”, He further stated that there is “considerable frontage on the Main and Middle Branches of the Moose River”. And that the “several well kept woods roads leading to the interior of the parcel provides excellent public access”. Lastly he stated the “lakes and terrain around it are ideally suited to the establishment of this form of recreational facility”.
Now we are to ignore the last nearly 50 years and simply merge another large piece of the MRP to be wilderness… I hope not.
The last version of the proposed UMP map shows that the intensive use areas are to exclude the area from Limekiln gate as well as the section from Otter Brook to Squaw Lake. In reality, at the last Public hearing hear in this very same room, the public was assured by forester Eric Kasza that the WC UMP map was incorrect and that the road from Squaw Lake to the Moose River would not be closed. But that was not true and we, the public, were lied to. You can understand why you can have a serious credibility issue in many peoples mind.
It amazes me that there was not sufficient money neither to keep the MRP open, nor to maintain trails this year but there is money to remove campsites?? The gate to lock dam is still closed as of about a week ago. 16% of the local economy is based on the MRP and yet the effort is to condense will only reduce the overall usage, detract from the quality of the area, and adversely impact the local economy.
It seems every UMP that I have seen continually restricts access for the young, old, older or disabled. I would like to take my grandchildren to some of the areas in the MRP as I did my children and my father did with me.
I urge you to not take the Sly Pond areas and trails, maintain the access from Limekiln Lake thru to Indian Lake and also maintain the access to Squaw lake and beyond to the Moose River as we were originally told. I am in favor of providing the snowmobile connector.
Thank you for this opportunity to express my position.

Is it impossible to get people to think?
With all the news that comes into my email box, facebook page & over the lame stream media I have to ask this question.
Do you believe that as long as government can stimulate the irrational in people; government can continue to do as they please? So every time you forward a piece of lame stream media news, ask yourself am I helping myself,(does it make me feel good); the people or them the government?

Wane County , NY Pistol Permit Card System
Pistol Permit Card System
John Piczkur Wayne County SCOPE member reports the following news.
From: John Piczkur
Subject: Pistol Permit Card System
Thanks to continued and persistent hard work of Mike Jankowski (our county clerk) and Barry Virts (our county sheriff), the pistol permit card system is closer to being reality.
The Board of supervisors unanimously approved the card system. Wayne County clerks office now will move into the implementation phase. The hope is the system will "go live" in late fall of 2010.
We need to support these two men in their political careers, as they are dedicated to their jobs, our Second Amendment Rights and ....oh yeah...they are SCOPE members as well!

SCOPE GIVES $5K TO SAF FOR HELP IN NEW YORK LAWSUIT
BELLEVUE, WA - The New York-based Shooters Committee On Political Education (SCOPE) has made a generous $5,000 contribution to the Second Amendment Foundation's continuing legal efforts to roll back onerous gun laws in various states, including New York, where SAF recently filed a lawsuit in Westchester County over a state law that allows carry licenses to be denied because applicants cannot show "good cause."
"This generous contribution from our good friends at SCOPE will help our battle against gun laws that tie the hands of law-abiding citizens in bureaucratic red tape," said SAF Executive Vice President Alan M. Gottlieb. "SCOPE's donation is a financial right-hook to the indifference of public officials who really should be the ones required to show good cause' for withholding a gun permit."
"For too long New York State has treated the right to keep and bear arms and even the basic right of self defense as privilege to be granted or denied at the whim of government officials," added Stephen J Aldstadt, SCOPE president.
On July 16, SAF filed a lawsuit in federal district court on behalf of Alan Kachalsky and Christina Nikolov, both Westchester County residents whose permit applications were denied. Kachalsky's denial was because he could not "demonstrate a need for self protection distinguishable from that of the general public." Nikolov's was denied because she could not demonstrate that there was "any type of threat to her own safety anywhere." In addition to Westchester County, Susan Cacace and Jeffrey Cohen, both serving at times as handgun permit licensing officers, are named as defendants. The lawsuit was filed in U.S. District Court for the Southern District of New York, White Plains Division.
"This case strikes right at the core of a problem that has existed in New York for generations," Gottlieb said. "For far too long, the New York bureaucracy has treated our Second Amendment right as a second-class privilege. Thanks to SCOPE, we will fight to correct this unjust system in the courts. We're restoring gun rights one lawsuit at a time."
The Second Amendment Foundation (www.saf.org) is the nation's oldest and largest tax-exempt education, research, publishing and legal action group focusing on the Constitutional right and heritage to privately own and possess firearms. Founded in 1974, The Foundation has grown to more than 650,000 members and supporters and conducts many programs designed to better inform the public about the consequences of gun control. SAF has previously funded successful firearms-related suits against the cities of Los Angeles; New Haven, CT; and San Francisco on behalf of American gun owners, a lawsuit against the cities suing gun makers and an amicus brief and fund for the Emerson case holding the Second Amendment as an individual right.

Distractions Political ADD
Distractions 8/12/2010
A new distracting news topic breaks every minuet. By all accounts Americans should be the skinniest people in the world considering the amount of time they spend jumping to conclusions, conclusions which are based on half a story & no facts.
Reading is fundamental & history is written by those who watched, remembered by those who participated & reacted to by those who never paid attention.
Your television is being controlled by us, make no attempt to adjust the dial, we will return you to your regularly broadcast program shortly.
Today, your fate is a mouse click away.
Every day I have my email in box filled with all kinds of, well I call them distractions. You know the emails, the “YOU HAVE TO READ THIS NOW” type of notes. On any given day I delete at least 100 unread emails from my inbox & spam folder. Most of these contain the same message only from different sources.
We live in New York not Arizona, California or Montana and what is happening in those states may affect us in one way or the other. It is not SCOPE’s primary goal to lobby or rally to their cause.
As an example of what a distraction can cause you to loose sight of I’ll give the short version on the recent New York crossbow issue.
Recently in New York we had a crossbow bill. I spent hundreds of hours over the course of a few years convincing fellow sportsmen & politicians that the crossbow should be made legal for all people. I argued to stop waving the flag of a few and wave a flag for all. In other words, everyone should be able to hunt with a crossbow not just the old, young or disable.
I read hundreds of comments for and against the crossbow, but when it came time to pass into law a call from a Legislators office made chills run through me. They were chills of anger when I was told all his office received was 200 letters~200 letters I said. The aid replied, yea we scan all of them. The letters were 150 against and 50 for, (numbers rounded off.)
Yet during the crossbow debate I had received hundreds of emails, read & deleted more topics that were not germane to the crossbow. While the crossbow was not a 2nd amendment issue, S.C.O.P.E. and many other association’s wrote letters of support for this to be passed into law. It didn’t cost us anything and many of our members were in support of the crossbow bill.
So why if people had the time to email me border crossing or is the President a citizen or not & the latest cougar sighting news. Then why didn’t they write a letter of support for the crossbow?
Today as we sit on the dawn of another election, New Yorkers are again distracted by the elections’ in other states & opinions of other associations. I had a guy 2 weeks ago tell me he has never voted. Another in the group told him he needs to stop giving opinions. I have people asking me what the NRA is going to do. I tell them I don’t know, call them and ask. Then the reply; their not a member they don’t like all the mail and calls.
Again while what happens in another state may affect us or not, New Yorkers really need to concentrate on what we need to do in order to change the overwhelming tide of lame stream media propaganda, criminals in New York government & distractions here at home.
New Yorker’s have a few candidates who were brave enough to stand up to the life long anti gun politicians you have complained about for so long.
S.C.O.P.E. can not endorse a political candidate, but S.C.O.P.E. does rate the candidates. Our rating system is based on their voting record and a survey they return to us.
You as a sportsman and as a 2nd amendment supporter need to bring your emotions under control and vote on one single issue, which is the 2nd amendment. No other issue is as important to us as this one. All your other personal political views should all be listed under the 2nd amendment.
This is our issue, our cause and ultimately our fate.
What is my prediction for the single issue voter in 2010?
Short term memory and CRS will take hold.
You’ll be distracted; I mean 4,000 fishermen went to Washington D.C. with Senator Schumer. How do you think they’ll vote in November? Many people will vote for whom ever their union tells them to. All the while believing that person will bring your manufacturing job back.
Government employees will complain about possibility being laid off, lack of funding & under staffed offices. You will be distracted by all of this & as in the past you will write letters of support for them. Mean while many of those people have never helped you with a job, pay raise or actually did anything that helped your group. I mean what the heck, they are being paid to work for us, were not being paid to lobby for them.
Someone explain to me how “Tickle me Massa” and “Dan Pelosi-Maffei” was elected? Most of their district is rural, farmers & gun owners with supposedly old traditional values. Looks like they promised something the 2nd amendment politicians couldn’t. Was it money or a dream of a job that was sent to China 20 years ago? Did anything change? No, in fact it became worse.
You’ve read all what I’ve written here and by now many of you think I’m blowing smoke? Well if ya think I am FOIL one of your state politicians and see how many of your friends sent letters or made calls to support the 2nd amendment, crossbow, trap tag I.D., Snapping turtle trapping, to repeal COBIS and the handgun permit issue. What you’ll see or actually what you will not see will forever change how to talk & deal with people.
The ONLY solution is to stay focused & delete those email topics not germane to New York. To concentrate on OUR goal the 2nd amendment & not another’s goals that keeps them in a pay check and us distracted.
If you want another two or four years of Dope & Chains don’t heed my advice & you can also stop emailing me if you choose Dope & Chains again over the 2nd amendment.
200 letters out of 1,071,772 hunting, fishing & trapping license sales
I’ll say it again:
You as a sportsman and as a 2nd amendment supporter need to bring your emotions under control and vote on one single issue, which is the 2nd amendment. No other issue is as important to us as this one. This is our issue, our cause and ultimately our fate.

Trap Tag I.D. passed
The law on tagging traps has been amended. (The Governor signed the legislation on July 30, 2010.)
This is good news - trappers may now use their DECALS Customer ID # on their trap tags instead of name and address (option for using either).
The way this will work in practice is that local law enforcement authorities will need to contact a DEC office so that we can access the DECALS data base to match the DECALS customer ID# with the person's name/address.
This eliminates the fear that someone (such as an anti-trapper) gets the trapper's address from the tag. This is possible because customer ID #s do not change - it's your # for life.
Note that the law specifies that name, address AND PHONE # be accessible to Law Enforcement. Up to now, including the phone # in DECALS has been optional. It will now be a required field (starting 8/16, when new licences go on sale). So, technically, it is only legal to use the ID # on traps if they have their phone # in the DECALS record.
Note, too that this one came too late for this year's Hunting/Trapping Guide, but we should do everything we can to get the word out to trappers.
Section 1. Subdivision 1 of section 11-1105 of the environmental
conservation law, as amended by chapter 911 of the laws of 1990, is amended to read as follows:
1. Traps set for taking wildlife shall bear the name and residence address OR THE ASSIGNED IDENTIFICATION NUMBER of the operator legibly at all times, PROVIDED, THAT STATE, COUNTY AND MUNICIPAL LAW ENFORCEMENT AGENCIES SHALL HAVE ACCESS TO THE NAME, ADDRESS AND TELEPHONE NUMBER OF SUCH OPERATOR WHO WAS ASSIGNED SUCH IDENTIFICATION NUMBER. They shall be visited once in each twenty-four hours, except in the Northern Zone where they shall be visited once in each forty-eight hours or a shorter interval of no less than twenty-four hours as the department may, by regulation, require, and all wildlife held captive shall immediately be removed from the traps.
S 2. This act shall take effect immediately.
Details about the voting history of this bill are available on this web-site:

NY Sportsmen lack ambition
My reply to a recent article MetroWNY.com
One reason the Xbow has taken so long to pass is NY's sportsmen spend more time whining and moaning than actually writing letters.
I have argued with every Xbow supporter for years. I told them WE needed to pass the Xbow, no restrictions and let the DEC regulate it. I again argued the Xbow could have been passed years ago if people, I.E. sportsmen; would stop waving the special interest flag & focus on WE instead of ME.
NYB has written many times their exact feelings on the Xbow in regular archery season. Yet the DEC, state and supporters were to slow to read between the lines.
If you take the time to read the NYS Muzzle-Loaders Associations latest news letter, (which is located at www.NYSMLA.org); you’ll find that Assemblyman Sweeney’s office told me that they had 200 letters of those 50 were in support of the Xbox.
NY’s sportsmen can’t expect to have a bill passed into law when they spend more time on the internet whining about what they want & then consider themselves an involved sportsman.
A friend a former National Trappers Assn. President some years back was at a meeting in Washington D.C. The USFW director at the time told all in attendance that sportsmen were not showing up when needed. I brought this message back to NY and told everyone I spoke with. I might as well have stuck my head underwater and shouted it to the fishes.
Here it is again in case it was missed the first time: TWO HUNDERD LETTERS
